Mission of Chapter |
| To develop a mechanism by which the Houston
Area Chapter can fulfill a critical need for community service.
To promote Member-to-Member interaction at its regular
meetings --- sharing experiences that provide mutual help.
To maintain a membership directory that can be used,
in part, as a clearinghouse for information. |
To contribute to the common body of
knowledge in four field Investigation
of fraud, legal elements of fraud, criminology and ethics for fraud
examiners, and fraudulent financial transactions and fraud schemes.
To
provide basic fraud examination education, that covers the four fields
in the common body of knowledge.

History of Houston Area Chapter |
| The Houston Area
Chapter was chartered in September 1989 as a nonprofit organization. On
September 6, 1989, twenty-four Houston CFEs (listed below) met for the
purpose of forming a local chapter of the Association of Certified
Examiners (ACFE, The Association). A petition was prepared and signed.
Mr. Edmund J. Pankau, who initiated the effort, submitted the petition
and application to the national Association of Certified Fraud
Examiners.
On September 30, 1989, Mr. Pankau received official
notice from Mr. Jim Ratley, ACFE Director, that the Board of Regents of
The Association had approved the application to form a local Chapter.
The formal Chapter designation of the new Chapter would be
"Association of Certified Fraud Examiners, Houston Area
Chapter." Each Chapter was assigned a number
based on receipt order of the application. The Houston
Area Chapter became number 4 to be chartered by The Association, a
for-profit organization.
The local group formed a Nominating Committee to
prepare a slate of officers. A meeting was scheduled for October 3,
1989, to elect officers and start the new Chapter.
The 1989 elected officers were Mr. Edmund J. Pankau,
President; Mr. Joseph Birchill, Vice President; Mr. Richard Martinez,
Secretary; and Mr. Robert Nelson, Treasurer. The new officers also
served as committee chairpersons. They would complete their term on
December 31, 1990.

| At the annual
meeting on December 2, 1997, members voted and approved changes and
amendments to the bylaws. The
amendments included the addition of one Vice President and four
Directors. The new officer
designations were 1st Vice President-Administration and 2nd Vice
President-Communications. Board members may chair a committee.
The Chapter retained its nonprofit status. The Chapter printed
its first annual Membership Directory in 1997.
During 1998 all Chapters were notified that a few
activities had to be standardized for more effective communication and
reporting with The Association. The
annual Houston Area Chapter election needed to be rescheduled from
year-end to midyear. As
part of this transition, the 1999 slate of officers and directors served
an 18-month term. At the annual election in the year 2000, the term of office
returned to 12 months.
On September 14, 1999, the Houston Area Chapter
adopted the uniform chapter bylaws recommended by the Association with
only one modification: chapter officers will be elected for a one-year
term.
At the annual election in July 2000 the number of
Chapter officers was reduced to four and the number of directors was
reduced to five. This was
done to reflect the uniform chapter
bylaws and functional needs of the chapter.
The 2000 Membership Directory was expanded to reflect the new
guidelines for local chapters described in the handbook provided
by The Association.

| Members Scott Wenger

Scales the award.
Ken Scales
is currently employed as a Fraud Investigator, Chase Manhattan,
General Audit Division-Risk Management.
He retired from IRS-CID after a distinguished career,
where he served as a Special Agent (investigating tax fraud and
money laundering), Computer Investigative Specialist and
Electronic Surveillance Technical Specialist.
In addition to being a Certified Fraud Specialist, he is
a Licensed Attorney in the Great State of Texas and a Certified
Public Accountant.
This past
year Ken has been instrumental in bringing to successful
closure, many fraud investigations for Chase Manhattan.
Of particular noteworthiness were two significant
investigations which he coordinated with Federal Law Enforcement
officials. The investigations involved the theft of monies from ATM
machines in the Houston area.
At the conclusion of the investigations, the coverage
made the local television stations.
In his
spare time this past year Ken worked closely with the FBI to
organize and get operational Infragard Houston.
This organization is a mutual effort between law
enforcement and private industry, to develop strategies and
lines of communication to form a coalition to enhance network
security and methods to combat, detect and prosecute cyber
crime.
Ken used
his legal background to research and file all appropriate
documents to incorporate this organization in Texas.
His accounting skills are currently being utilized to
file appropriate documents to arrange for the 501C3 status for
this organization. He
currently serves as the Treasurer. |
